在全球出现的信息高速公路的冲击下,陕北地区信息服务工作面临着新形势的挑战。在交通、通信条件比较落后、基础设施较为零散的现实面前,如何迎接与适应这场挑战,笔者认为应着重抓好以下三方面的工作。1 建立建全开放式的情报信息体制 建立情报信息体制,其主要目的在于促进经济建设与情报信息工作的上下沟通和横向联系,使陕北地区情报信息机构逐步发展为多功能的学术中心
