在第三十三届世界卫生大会上,对世界各国制订的初级卫生保健工作的方针、规划和进展进行了检查并作了国际支援的规定。大会再次强调:初级卫生保健工作在为实现“阿拉木图宣言”中提出的“为2000年人人获得保健”战略方针中是起着重要作用的。 1978年9月20日在苏联的阿拉木图举行了国际初级卫生保健大会,会中制订了为世界所有人民获得健康的措施,并提出了“2000年人人获得保健”的口号,大会结束时通过了“阿拉木图宣言”。宣言中进一步论述了初级卫生保健的重要性及其工作范围、内容,呼吁世界各国为达到“2000年人人获得保健”的目标必须坚持并加强初级卫生保健工作。第三十三届世界卫生大会认为:初级卫生保健工作在世界不同的政治、经济制度的国家中都是国家经济发展和卫生系统中的一个重要组成部分,也是各国为实现“2000年人人获得保健”的关键。
