实行专业职务聘任制是科技制度改革的重要组成部份,是广大知识分子的迫切愿望,也是实现按劳分配的一项基本建设。实行专业职务聘任制有利于调动与发挥人的积极性,有利于加强岗位责任制,有利于提高工作效率、服务质量和科学管理水平。严肃、认真地做好考核、评审工作是完成专业职务聘任工作的关键。过去评定职称的考核办法通常是定性考核,这种考核只能笼统地说某人是比较好的或比较差的,只能大体区分干部的优劣,而且还往往受到人际关系这个复杂因素的干扰。
