10年前,时任湖北省委书记的中央政治局常委、全国政协主席俞正声同志到宜昌五峰土家族自治县调研时,一块矗立在路边,写着“守护祖宗一片林,留给子孙一片荫”的公益宣传牌,让他停下了脚步。他询问陪同调研的当地领导后,得知五峰自治县的森林覆盖率在湖北各县(市)排名首位时,对五峰人民浓厚的生态环境保护意识赞不绝口。领导的赞扬是对五峰人民保护森林资源,改善生态环境的充分肯定。回想起1995年,当五峰自治县第四届人民代表大会第二次会议通过,经湖北省第八届人民代表大会常务委员会第十四次会议批准实施,在全国第一个颁布实施
