建国40年来,水利事业成绩卓著,也有深刻教训,集中到一点就是缺乏水利经济观点,效益观念。经济水利就是如何以有限的资金获取最优的综合效益,达到水资源的合理开发利用。本文从水源、蓄水、输排水、电网、非工程几个系统,结合广西实际展开论述,提出要全社会改变对水利传统的不正确观念,以形成良性循环机制。
In the 40 years since the founding of the People’s Republic of China, achievements in water conservancy have been outstanding. There have also been profound lessons. One thing that lags behind is the lack of water conservancy economic point of view and the concept of efficiency. Economic water conservancy is how to obtain the optimal comprehensive benefits with limited funds to achieve the rational development and utilization of water resources. This article from the water source, water storage, water supply and drainage, power grids, non-engineering systems, combined with the actual Guangxi exposition, proposed to the whole society to change the water conservancy tradition of incorrect concepts to form a virtuous circle mechanism.
