公共部门中的隐性腐败一般是指从事行政事务性管理的工作人员滥用事务性权力谋取个人利益的行为。其主体是从事事务性工作的低级别工作人员。主要有两种表现形式:一是人为设置障碍,拉长办事过程,将简单的程序复杂化,以暗示来机关办事的组织或个人向其提供利益;二是得到对方提供的利益后,放弃原则,随意简化办事程序或泄露秘密,使来机关办事的组织或个人得到额外收益。分析隐性腐败的成因,可以从机关工作人员作为“经济人”、“政治人”、“道德人”这三重属性入手。 1.机关工作人员是追求个人目标效用最大化的经济人。根据寻租理论提供的视角,隐性腐败的成因可以归结为
