国务院颁布的《关于深化考试招生制度改革的实施意见》提出:探索基于统一高考和高中学业水平考试成绩、参考综合素质评价的多元录取机制。就是将综合素质评价纳入高考招生作为深化教育改革的突破口和着力点。希望通过推进高考改革招生录取制度,倒逼高校教育改革,引领高中学校推进素质教育,注重高中学生综合素质培养,发掘、开发学生各自潜能。综合素质评价的实施,应更重视过程,注重评价的反馈和激励功能,让学生真正从评价中获得不断进步的动力和源泉,体验成长的快乐。
The Opinions on Deepening the Reform of Examination Enrollment System promulgated by the State Council put forward the following: To explore the multiple admission mechanism based on the unified college entrance examination and high school academic level test scores, with reference to the overall quality evaluation. That is to include the overall quality assessment into college entrance examination enrollment as a breakthrough point and focus of deepening education reform. It is hoped that by advancing the college entrance examination reform enrollment system, forcing college education reform, leading high school schools to promote quality education, focusing on the overall quality of high school students to develop, explore, develop their own potential. The implementation of comprehensive quality evaluation should pay more attention to the process, pay attention to the evaluation of the feedback and motivation function, so that students truly from the evaluation of continuous improvement of the motivation and source, to experience the joy of growth.
