In Hulin City, there are six farms in the reclamation area, three branch offices and two forestry bureaus. Over the past few decades, the geographical, industrial and administrative barriers have been so severe that their contradictions are in a multitude of situations. They are vividly described as “ Road princes. ” In order to solve the “fragmentation” issue, in 1995 the provincial party committee and government determined Hulin City as a pilot for regional integration reform. Since the reform at that time resumed its system of light economy and re-administration of the light market, its operation ended in one year.
