产业升级目前是举国上下高度认同的经济发展战略,后国际金融危机阶段更是全球范围内的产业升级时代,但必须保持清醒的是:产业升级同样应尊重国情,防止“刮风”。为此,文章提出“阶段性国情”的范畴,强化“当下国情”的意识,并依据国情实现产业升级的理念,建议我国产业升级必须做到:在目标追求中,慎跨越,扶持拓展;在科技创新中,坚持二次创新带动原创;在产业形态选择中,既要注重整体优化,又要体现多样性;在政策实施中,从理性干预到“4个退出”。
Industrial upgrading is currently an economic development strategy that is highly recognized across the entire country. After the international financial crisis, it is an era of industrial upgrading in the world. However, we must keep a clear view that industrial upgrading should also respect national conditions and prevent “winds.” For this reason, the article puts forward the category of “stage national conditions”, strengthens the awareness of “current national conditions” and realizes the concept of industrial upgrading according to the actual conditions of our country. It is suggested that industrial upgrading in China must be done in the following aspects: In science and technology innovation, adhere to the second innovation to drive the original; in the choice of industry form, it is necessary to focus on overall optimization, but also reflect the diversity; in policy implementation, from the rational intervention to “4 exit ”.
