2月26日,陕西省政府召开常务会议通过了《关于进一步加强司法行政工作的意见》,指出,到2018年,全省基本形成与平安陕西建设目标相适应的“大调解”工作格局和特殊人群管理服务机制,全省矛盾纠纷调解率达到100%,社区矫正人员和刑满释放人员重新违法犯罪率低于3%,要完善“四级联动”和“三调联动”工作格局,巩固和加强人民调解的主体地位和主导作用。推进人民调解委员会规范化建设,3年内使镇、村人民调解委员会全部达到规范化标准。加强行业性专业性人民调解组织建设,3年内在全省各个重点行业、重点领域普遍建立健全行业性专业性人民调解组织。
