从2010年10月到2015年10月,《社会保险法》颁布已经5周年。5年来,我国社会保险事业在多方面取得了很大进展。法规政策体系日渐完备。在《社会保险法》的统领下,从缴费申报、先行支付、外国人参保等一般规则,到养老、医疗、工伤、失业、生育各个险种的具体规则,国务院及相关主管部门颁布了具体的行政法规、规章等,对《社会保险法》的诸多内容作了“填补”和完善。
