党的十一届三中全会以来,各级建材管理机关的知识分子比重逐年增大。然而由于三十年来形成的机关传统管理方式和旧的条条框框的束缚,他们中间绝大多数人至今没有充分发挥应有的作用。知识分子愿为四化建设多做贡献,现代化管理也需要有一支技术管理骨干队伍。因此,如何以改革精神打破老框框,调动管理机关知识分子的积极性,开创建材工业新局面,是亟待解决的问题。现在,农业、工业、交通、商业、服务、文艺各部门都在改革。中
Since the Third Plenary Session of the 11th Party Central Committee, the proportion of intellectuals at all levels of building management agencies has increased year by year. However, due to the shackles of traditional management methods and old regulations that have been formed over the past 30 years, the vast majority of them have not fully played their due role. Intellectuals are willing to make more contributions to the development of the four modernizations. Modern management also requires a contingent of technical management personnel.
