霞浦地处我国东南海滨,1940年下半年,浮鹰、西洋、南北霜、嵛山等岛屿陆续被日伪军占领。在嵛山岛驻有闽浙边区和平救国军约350名,编为两个大队,以蔡功(台湾人)为司令;福瑶岛(即嵛山岛)驻日兵27名,分队长天竹宝,有轻机枪3挺,小钢炮等;在西洋岛驻有伪和平救国军第三路一支三大队,大队长翁孟光(一说翁祥符,再一说是翁秉乾,福清人),人、枪130余;在南北礵驻有伪和平救国军第一路特务团,中队长邱兆榜(仙游人,人、枪100余)。
