所谓依法理财,就是严格按照国家有关财务管理的法律法规管理财务,法律法规允许的事就做,不允许的事就不做,符合法律法规的行为就维护,违反法律法规的行为就反对。国家对不同岗位上的财务干部的权力和责任有明确的规定,财务干部的权力和责任是统一的。资金的聚集、分配、使用、效果的追寻等不存在主观随意性,处理一切财务问题以事实为依据,以法律为准绳。所有财务活动充分体现人民的利益,充分体现政府的意图,反对感情竞争,反对其他不正当竞争。就此,笔者对依法现财略陈管见。
