旧城改造是一项系统工程,涉及到系统论中的许多要素。如人和物的资源、生产设施、生活设施以及交通与通讯、环境及整体环境、管理框架与法规、近期与长期规划等等。它们之间相互联系、相互制约,联成一个有机整体。如不用系统工程进行旧城改造,只能是“头痛医头,脚痛医脚”;考虑了局部,忽略了整体。为适应厦门经济特区发展的需要,必须加快旧城改造步伐,弥补城市发展中的这个薄弱环节,增强城市功能,促进特区发展。对此,本文将分三部分进行论述。
