湖北是老工业基地,离退休人员较多,且随着经济结构调整和国有企业改革力度不断加大,下岗失业人员迅速增加。为适应职工由“单位人”向“社会人”转变的形势发展需要,给经济发展创造宽松环境,加快剥离企业办社会职能,按照劳动保障部的要求,我省把社区平台建设,作为贯彻“三个代表”重要思想、促进企业改革发展、提升人民生活水平的战略举措来抓,强化措施、克难攻坚、狠抓落实,取得了较好成效。截止今年6月底,全省92%以上街道、社区均建立了劳动保障服务机构,工作人员达4800多名。从事社区服务业的人
