跨国公司是开发区形成、发展和演进的关键驱动力量。政府为跨国公司提供的政策通道,是跨国公司进驻开发区的初始动因。跨国公司在进驻开发区后,主要从二个方面来影响开发区经济的发展:一是跨国公司自身对经济开发区的影响,主要体现在对当地生产网络和当地企业的影响;二是跨国公司引致的产业集群对经济开发区的影响。上述两个方面通过不同的方式来加速开发区经济的发展,同时带动周边地区的发展。
