党的十八届三中全会指出,要“依法公开权力运行流程,完善党务、政务和各领域办事公开制度,推进决策公开、管理公开、服务公开、结果公开”。宁波市发改委认真贯彻落实上级的有关要求,结合宁波发展和改革的工作实际,推进“阳光发改”系统建设,促进了行政职权的规范运行、公开透明和廉洁高效。一、“阳光发改”建设的实践过程(一)梳理行政职权目录。对全委行使的行政职权进行全面排摸对宁波市“阳光发改”工作的开展情况进行全面梳理并对工作取得的成就进行归纳概括,最后从转变观念、多措并举、加大力度、完善制度等方面提出进一步完善“阳光发改”工作建设,促进行政职权规范运行的对策建议,对推进政务公开,打造阳光政府具有积极的借鉴意义。
