高职院校档案工作在人力、物力、财力紧缺而短期内又难以改善的条件下,档案“三个体系”建设应统筹兼顾、突出重点,充分利用好现有条件,稳步推进。通过档案统一管理、分级保管和拓展档案资源范畴方式务实档案资源体系建设,通过整合档案资源、创新档案利用服务方式推进档案利用体系建设,通过实施动态档案管理模式促进档案资源体系与档案利用体系的并举建设,通过分批分重点进行档案数字化来保障档案安全体系建设。
