处于经济高速增长期的内蒙古,其GDP增速连续多年保持全国第一,但普通民众增收速度却依然停滞不前。面对“赚了速度、丢了民生”的尴尬处境,胡春华于2009年11月调任内蒙古自治区委书记后,就提出了“富民优先”的发展战略,提倡要把GDP装进百姓的口袋里。近两年来,胡春华在出席各种会议、接受媒体采访以及基层调研时,详细描绘了内蒙古转变经济发展方式的路线图。
In the period of rapid economic growth, Inner Mongolia maintained its GDP growth rate ranking the first in the country for many years in succession, but the general population’s revenue growth rate was still stagnating. Faced with the embarrassing situation of “making speed and losing people’s livelihood”, Hu Chunhua proposed the development strategy of “enriching the people first” after he was transferred to the Inner Mongolia Autonomous Region Committee Secretary in November 2009, advocating that GDP should be put into the people Pocket.
