1978年12月召开的党的十一届三中全会,是建国以来我党历史上具有深远意义的一次会议。以这次会议为标志,结束了文化大革命长达十年之久的动乱,全党工作的重心开始转移到社会主义现代化建设上采,实现了历史性的伟大转折。20年来,全国人民高举邓小平理论的伟大旗帜,坚持改革开放,使我国政治、经济和各项事业发生了翻天覆地的变化。国家财政也在改革中快速发展,财税体制逐步规范,财政实力不断增强,有力地支持了各项改革和社会事业的发展。本刊从这期开始开辟专栏,宣传全国和各地财政20年改革成就,欢迎广大读者踊跃投稿。
The Third Plenary Session of the Eleventh Central Committee of the Party held in December 1978 was a meeting of far-reaching significance to our party’s history since the founding of our nation. Marked by this meeting, the unrest that took place for a decade that took place during the Cultural Revolution was ended. The center of gravity of the entire party’s work began to shift its focus to the socialist modernization drive and achieved a historic turning point. In the past 20 years, the people throughout the country have held high the great banner of Deng Xiaoping Theory, adhered to reform and opening up, and made tremendous changes in our country’s politics, economy and various undertakings. The state finance has also witnessed rapid development in the reform. The fiscal and taxation system has been gradually standardized and its financial strength has been constantly enhanced, effectively supporting the development of various reforms and social undertakings. This issue from the beginning of opening up a special column to promote national and local financial 20 years of reform achievements, readers are welcome to enthusiastically contribute.
