按照科学发展观的要求,合理调整和统筹工业布局,优化生产要素配置的空间结构,是新时期我国中长期发展战略的重要组成部分,也是保证全国经济平稳较快发展的题中应有之义。目前,国家重化工业布局逆向分布和生产力逆向布局现象严重,不应再延续这种状况。要促进国家加快实施重化工业“西移”战略,建设国家重要的能源重化工基地。内蒙古自治区具有明显的比较优势,要充分发挥内蒙古能矿资源优势、资源利用效益最大化优势、环境容量空间广阔优势以及水煤组合优势,重点争取国家实施差别化的产业政策、土地政策、节能减排政策等,支持内蒙古发展建设能源密集型产业示范区等,将内蒙古建设成为国家重要的能源重化工基地。
