The spiritual outlook of the people of the country has undergone profound changes. The Communist Party has a very high prestige in the minds of people across the country and the masses of the people all want to hear the report of the Party Central Committee directly. Thus, from 1956, the leaders of the party and state deliberated on building a large conference hall in Beijing for the meeting of the party Central Committee. In July 1958, Beijing Municipal Planning Bureau went to Moscow for an inspection tour to prepare for the construction of an auditorium capable of accommodating ten thousand people. In August, in order to celebrate the tenth anniversary of the founding of the People’s Republic of China, the CPC Central Committee instructed that a number of major construction projects in Beijing, including the Great Hall of Mann, must be put into operation during the National Day of 1959. As a result, the battle to build a million auditorium broke out.
