党的十五届三中全会充分肯定了小城镇的作用,将其摆放到了“大战略”的地位,这加快了我国小城镇建设的步伐。特别是农村建制镇的兴建,对于带动农村社会和经济发展有着不可比拟的作用,本文就其发展提出一些思考和建议。 一、发展小城镇的重大意义 截止到1998年底,全国已有建制镇(不含县城关镇)17015个,比上年增加480个,这些小城镇的发展对我国社会和经济的发展起着巨大作用: 1.一有利于促进我国城市化进程,改善农民生活质量,推进城市文明在农村地域的扩散
