自1978年改革开放以来,“小康社会”一词早已渐渐深入人心,全面建设小康社会的口号随处可见。但就目前阶段来看,我们的小康仍是低水平的、发展不全面的小康。社会的主要矛盾也还是人民日益增长的物质文化需要同落后的社会生产之间的矛盾。党在十六届代表大会上提出了:大力发展社会保障事业,全面推进小康社会。因此,本文认为了解社会保障体系是建立全面小康社会的必要条件,是我国社会性质的要求,也是经济体制改革的需求。 Since the reform and opening up in 1978, the term “well-off society” has gradually gained ground among people and the slogan of building an overall well-to-do society can be seen everywhere. However, at this stage, our well-being is still low-level and there is not a comprehensive well-to-do society. The main social conflicts are also the contradictions between the growing material and cultural needs of the people and the backward social production. The party put forward at the 16th congress: vigorously develop the cause of social security and comprehensively promote a well-to-do society. Therefore, this article believes that understanding the social security system is a necessary condition for building an overall well-to-do society, a requirement of our country’s social nature and a requirement of economic system reform.
