水利、电力两部合并以后,为了加强农田水利工作,更密切地为农业生产服务,同时,为使水利电力部更多地集中力量于电力建设(包括水电和火电),解决电力不足的薄弱环节,以保证第二个五年计划的顺利进行,决定将农田水利工作划归农业部掌握领导。今后水利电力部和农业部在有关水利方面的分工,作如下规定:(一)农田水利和农村小型水电建设的长期规划和年度计划,由农业部为主,协同水利电力部制订。
