《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》明确提出,要“坚持党对军队绝对领导的根本原则和制度,在全面建设小康社会进程中实现富国与强军的统一”。这是新形势下加强和改进党的建设的重要方面。作为地方各级党委,坚持党对军队的绝对领导,就是要进一步落实党管武装的原则和制度,确保民兵预备役部队永远置于党的绝对领导之下。
“The CPC Central Committee’s Decision on Some Important Issues concerning Strengthening and Improving Party Building Under the New Situation” clearly states that it is necessary to “uphold the fundamental principle and system of the party’s absolute leadership over the armed forces and realize the goal of making China rich and powerful in the process of building an overall well-to-do society Unite”. This is an important aspect of strengthening and improving party building in the new situation. As the local party committees at all levels and in upholding the party’s absolute leadership over the army, we must further implement the principles and systems governing the armed forces and ensure that militia and reserve forces will always be placed under the absolute leadership of the party.
