我国从1981年恢复发行国债以来,已累计发行国债6765亿元,到1996年底,国债余额达到4265亿元。社会生活的变迁和人们观念的转变有时难以想象,近几年来快速增长的国债发行速度,说明我国国债发行已经走过了从爱国行动到经济行为,从行政摊派到走向市场的曲折历程。但是令人忧虑的是,在近年来国债发行中出现了“一头热,一头冷”的现象,当排队购买国债成为城市一道亮丽的风景线时,那些钱囊渐鼓的农民几乎与国债无缘,他们期盼着早日步入日趋多
