科学技术是第一生产力的思想非常精辟地说明了科技与经济的关系:经济的发展只有建立在依靠科技进步的基础上,提高经济发展的质量和效益关键要依靠科技进步和提高劳动者素质.从太原市南郊区来说要抓好3个方面.1 尊重知识、尊重人才抓好科技进步,很重要的方面就是要发挥科技人才的作用.(1)充分发挥区现有科技人才的作用.南郊区现有高、中级科技人才1100多人,真正把这部分人的作用发挥出来不容易.一是要给他们创造良好的工作、生活条件,二是各级党组织要积极支持他们的工作,解决工作中的困难.(2)要积极地引进人才.南郊区现有科技人才远远不能满足南郊经济和社会发展的需求.从量来讲尽管千数来人,高级知识人才100多人,中级1000多人,从量和质上均不能适应南郊经济腾飞的需要.南郊作为太原市的一个重要郊县区,既是太原市的重要副食品基地,也是乡镇企业发展的主战场.抓好“高优高”农业,抓好乡镇企业,需要大量人才.南郊区在引进人才方面已经迈出了可喜的步子,措施就是乡镇企业高薪聘请人才、吸引人才.区里鼓励乡镇企业和农村大开方便之门,把能人请进来.在制定包括人事调动、家属户口等优惠政策方面,区里已有了初步想法.
