20世纪80年代末,为了适应我国航天事业后续任务的发展,原国防科工委(现为战略支援部队)的卫星测控基地经过大量的调研论证后,决定在厦门建立固定的测控站。因当时任务紧急,组织决定由时任南宁测控站站长兼总工程师的我担任筹建处主任,具体负责厦门测控站的筹建工作。测控站说是在厦门,但考虑到测控站对周边电磁环境和地形、地貌等要求,以及测控站建成后有关设备对周围环境的影响等因素,测控站地点实际上是在厦门西北方
