一、拟写的文稿必需审查与修改文件、电报(以下簡称文件)是指导工作、交流經驗、反映情况的重要工具,但是要表达的准确、鮮明、生动,并不是一件容易的事。文件写得不清楚,別人就看不懂;写得不好,人家看起来觉得沒有力量,得不到益处;写得太簡單了,意思發揮的不够充分;太長了,別人看起来浪費时間,觉得厭煩。因此,拟写的文稿,必須細心审閱和修改,不要輕易印發出去。在我們的来往文件中,写得好的确实不少,这些文件写得条理分明,生动活潑,使人乐于閱讀,文件也能充分發生效力。但也有不少文件的質量是不高的,主要存在以下缺点:有的文件意思表达的不明确,使人看了下知其所以然;有的标題(事由)不鮮明,不扼要,看不出文件的中心內容来;有的文件由于內容交代不清,
