水利是国民经济的基础产业,水资源、水能资源是经济和社会发展的重要物质基础,50于年的历史发展过程中,水利为国民经济建设迅速发展和社会长期稳定创造了发展的条件。但在水资源开发过程中,仍存在标准低、洪涝灾害频繁,“大雨大灾、小雨小灾、无雨旱灾”。资源短缺,供需矛盾,污染严重,恶化环境,生态失调等诸多问题。
Water conservancy is a basic industry of the national economy. Water resources and hydropower resources are important material bases for economic and social development. During the historical development of 1950, water conservancy provided the conditions for the rapid development of the national economy and the long-term social stability. However, in the process of water resources development, there are still low standards and frequent floods and disasters, such as heavy rain, light rain and no rainfall. Resource shortage, contradiction between supply and demand, serious pollution, deterioration of the environment, ecological disorders and many other issues.
