中国加入WTO3周年了,服务业等实行全面开放,中国政府将兑现对世界贸易组织的承诺,全面开放市场,实行市场经济,所以也要求世界各国承认我国的全面市场经济地位。笔者总体感觉2004年WTO条款对中国的医药行业影响有限。尽管有很多负面的报道和观点,实质是我们尚不了解世界,而世界也不了解中国。西班牙烧鞋事件、南非抢劫杀害中国商人事件等都说明了这个问题,中国加入WTO所承诺的条款和医药有关的并不多,主要是:(1)知识产权保护,实质是严格按照国际通行的原则尊重人类的知识产权,因为我国1992年公布的专利法基本和国际是接轨的,关键是严格执行。可惜我国往往在法律的执
Since the 3rd anniversary of China’s accession to the WTO, the service sector has been fully liberalized. The Chinese government will honor its commitment to the World Trade Organization, open its markets to all and implement a market economy. It will also require all countries in the world to recognize China’s full market economy status. The author generally feels that the WTO provisions of 2004 have a limited impact on China’s pharmaceutical industry. Despite the many negative reports and opinions, the essence is that we do not yet understand the world and the world does not understand China. Spain burning shoes, South Africa, robbery and murder of Chinese businessmen all illustrate this issue. The terms promised by China’s WTO accession are not related to medicine.
