《欧盟2020》围绕着“智能型、可持续、共享式”增长的目标,设计了七大支撑性旗舰行动,涉及创新、教育、数字化、产业、能效、反贫困等多个领域,提出了解决统一市场、有增长的投资和对外政策中瓶颈因素的措施,明确的提出了欧盟委员会和成员国的任务。这对于“十二五”时期我国转变经济发展方式尤其是在“共享式”增长的目标、探索推动发展方式转变的战略抓手方面有积极借鉴意义。该规划还为我国“十二五”规划围绕发展主线、实现“长短结合”以及科学确定目标提供了可资借鉴的样本。
The EU 2020 has designed seven supportive flagship initiatives in the fields of innovation, education, digitization, industry, energy efficiency and anti-poverty with the goal of “smart, sustainable and shared” growth In order to solve the unification of the market, the measures of increasing investment and bottlenecks in foreign policy, the tasks of the European Commission and the member states have been clearly set forth. This is of positive reference to our country’s goal of transforming the mode of economic development during the period of the 12th Five-Year Plan, especially the goal of increasing its shareholding growth and exploring the strategic starting point for promoting the transformation of the mode of development. The plan also provides a reference sample for our country’s “Twelfth Five-Year Plan” around the main line of development, achieving “long-term combination” and scientifically setting goals.
