围填海造地作为一种彻底改变海域属性的人类行为,一直饱受质疑和争论。然而,随着土地供需矛盾日益突出,各沿海地区纷纷开始转向海洋要地,加快了围填海造地的步伐。笔者在对围填海造地的传统模式进行分析的基础上,提出新模式,探讨围填海造地需注意的问题,以期为围填海造地实践提供借鉴。 As a human behavior that completely changes the nature of sea areas, reclamation has always been questioned and debated. However, with the increasingly prominent contradiction between supply and demand of land, all coastal areas have begun to turn to marine areas to speed up the pace of land reclamation. Based on the analysis of the traditional model of land reclamation from the sea, the author puts forward a new model to discuss the problems that should be paid attention to in the reclamation of reclaimed land so as to provide reference for the practice of land reclamation.
