The rise of the Philippine Nationalist Liberation Movement in 1934 forced the United States Congress to pass the so-called “Tadings-McDuffie” bill. Under the act, the Philippines gained its autonomy and a decade later it could achieve complete independence. However, this “autonomy” was fictitious, because the mere presence of colonels in the colonial administration increased the number of local bourgeois and landlord class members, but the governor of the United States still maintained unlimited power.
