In 2006, the “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Several Major Issues in Building a Socialist Harmonious Society” passed at the 6th Plenary Session of the 16th CPC Central Committee clearly set forth the basic principles, major measures and goals and tasks for the reform and development of the health service and will serve as a guideline for guiding China Programmatic document on health reform and development.
