论述将处方药转化为非处方药与药物监察的关系。认为加强药物监察工作，促进处方药的转化是开发非处方药的重要手段之一。指出我国在开展药物监察方面虽取得了一定的成绩，但尚需健全监察管理体系，努力学习国外先进的管理模式。
Discusses the relationship between converting prescription drugs into over-the-counter drugs and drug monitoring. It is believed that strengthening drug surveillance and promoting the conversion of prescription drugs are one of the important means of developing over-the-counter medicines. It is pointed out that although some achievements have been made in carrying out drug surveillance in our country, we still need to improve the monitoring and management system and make efforts to learn advanced management modes from abroad.
