随着我国社会的进步、经济发展方式的改变与理念的革新,行政事业单位的职能愈加复杂,由于其内控制度建设尚不完整,不少事业单位出现消极怠工、效率低下的种种问题,已经严重限制了行政事业单位增进社会福利、满足社会文化、科学、教育等各领域需求的职能建设。本文根据现行的行政事业单位存在的问题,切实的指出了其建设内控制度的必要性。
With the progress of our society, the change of economic development mode and the innovation of concept, the functions of administrative units are more complicated. Due to the incomplete internal control system, many institutions have been faced with the problem of passive sabotage and inefficiency, which have become serious It limits the functions of administrative institutions in promoting social welfare and meeting the needs in various fields such as social culture, science and education. Based on the existing problems of administrative units, this paper points out the necessity of its internal control system.
