近年来,随着劳动力流动性增大,党员的流动性也空前增强,如何加强对流动党员的教育管理,是摆在各地党组织面前的一个新课题。北京市东城区、丰台区在实践中摸索出一套成功做法,可供各地参考。东城区、丰台区两区组织部门对辖区内流动党员的情况进行了较详细的调查,摸清了本区范围内流动党的基本情况。东城区共有流动党员2100多名,丰台区共有流动党员3200多名。流动党员呈现出以下特点：
