“无条件投降”政策是第二次世界大战期间,美英苏中为首的同盟国对德意日为首的轴心国的一项重要政策。这一政策对战时与战后产生的影响是广泛和巨大的。笔者拟对这一政策的有关问题作些初步探讨。一、关于无条件投降政策提出和被四大国赞同的经过国内有的学者认为,无条件投降政策是美国总统罗斯福在卡萨布兰卡会议最早提出的。也有的学者甚至认为,要求日本无条件投降是中美英三国在《开罗宣言》中提出的。这些说法是不准确的。至于无条件投降政策何时被美英苏中四大国一致赞同通过,则尚未见到考证。
The “unconditional surrender” policy is an important policy of the allied countries headed by Germany, Italy and Japan during the Second World War. The impact of this policy on wartime and postwar activities was extensive and enormous. I would like to make some preliminary discussions on the relevant issues of this policy. First, the unconditional surrender policy proposed and approved by the four major countries Some scholars believe that unconditional surrender policy is the first U.S. President Roosevelt in Casablanca meeting. Some scholars even think that asking Japan to surrender unconditionally is proposed by the three countries in the Cairo Declaration. These statements are inaccurate. As for unconditional surrender policy when it was unanimously approved by the United States, Britain, the Soviet Union and the four major powers have not yet seen the textual research.
