随着水电工程项目开发难度的不断增大,工程建设投资的不断增加,工程造价控制管理问题日益突出。为此,从建设项目的规划设计、招投标、工程施工和工程结算审核等方面对水利水电工程造价控制进行探讨,提出应合理确定设计阶段造价控制目标,做好设计阶段造价控制;完善招投标制度,规范招标文件、标底、报价编制;认真对待工程签订,全面履行合约;结合工程质量及工期管理合理控制实施阶段工程造价;严格控制工程造价变更,合理确定索赔及工程结算。
With the increasing difficulty of hydropower project development, project construction investment continues to increase, engineering cost control and management issues have become increasingly prominent. Therefore, this paper discusses the cost control of water conservancy and hydropower projects from aspects of planning and design, bidding and tendering, project construction and project settlement auditing, and puts forward that it is reasonable to determine the goal of cost control in the design stage and to control the cost in the design stage. System, standardized tender documents, the end of the bidding, quotation preparation; seriously treat the project signed, the full implementation of the contract; combined with project quality and duration management reasonable control of the implementation phase of the project cost; strict control of project cost changes, a reasonable determination of claims and project settlement.
