言论自由是宪法所规定的公民的基本权利之一,是公民参加国家管理、自由的表达思想的基本形式之一。近代以来,世界各国都陆续把公民的言论自由权写入宪法予以保护。同时,各国在对其保护的同时也都给予了限制,对其进行限制的标准不同也就造成了言论自由权在现实中实现的程度不同,而这些限制都是言论自由实现的前提,都需要舵手来掌握其方向和尺度,使言论自由可以得到更好地保障和实施。
Freedom of speech is one of the fundamental rights of citizens stipulated by the Constitution and one of the basic forms for citizens to participate in state management and to freely express their ideas. Since modern times, all countries in the world have successively written the rights of citizens to freedom of speech in the Constitution. At the same time, all countries also impose restrictions on their protection. The different standards for their restriction also result in different degrees of realization of the right to freedom of speech in real life, all of which are the prerequisites for the realization of freedom of speech.
