在由计划经济向市场经济过渡的时期,要把提高固定资产投资的经济效益放在整个建设工作的首位,各个环节都要围绕节约建设投资、控制工程造价这个中心展开工作,其中,设计是龙头,只有充分抢占了设计的制高点,才能从根本上把握控制工程造价的主动权。 第一,设计单位从项目的可行性研究阶段就开始投入。对厂址选择、建设规模、产品方案、工艺流程、岗位设置、人员配备等诸多问题都可以发表意见,提出自己的见解。这些意见的好坏、工作的深浅都对工程造价影响极大。
