以苏州、无锡、常州苏南三市2000年-2012年统计年鉴的统计数据为基础,运用广义的Cobb-Douglas生产函数,对我国经济发达地区的科技创新投入与实际经济增长水平进行了实证检验。检验结果表明,科技创新投入能够稳健地对经济增长产生影响,科技投入的产出效应大约能在三年左右的时间内完全发挥,但这种刺激作用很快又快速结束。科技投入在当期的产出效应远小于科技投入滞后效应的产出效应,前者大约只有后者的20%。以此为基础,最后提出了加大财政投入、推进风险投资体系建设在内的多项建议。
Based on the statistical data from 2000 to 2012 of the three cities of Suzhou, Wuxi and Changzhou, and using the generalized Cobb-Douglas production function, this paper empirically tests the input of science and technology innovation and actual economic growth in economically developed regions of our country . The test results show that investment in science and technology innovation can exert an influence on economic growth steadily. The output effect of investment in science and technology can play its full role in about three years or so, but this stimulating effect ends quickly and expeditiously. The output effect of S & T investment in the current period is much smaller than the output effect of the lagging effect of S & T investment. The former is only about 20% of the latter. Based on this, a number of suggestions were finally put forward, including increasing financial input and advancing the construction of a venture capital system.
