带着感情做好群众工作,是省委针对一些地方在实践党的根本宗旨、贯彻党的群众路线方面存在的突出问题,向全省各级党员干部,特别是广大基层干部提出的带有全局和战略意义的政治要求。省人事厅认真学习省委的要求,在“带着感情做好群众工作”上做了有益的尝试和探索。(一)抓学习,抓认识。人事部门承担着综合管理全省人事工作的职能。省人事厅教育广大干部,一定要正确对待手中权力,慎用权,用好权,坚决避免滥用权。厅党组指定了毛泽东、邓小平、江泽民同志有关群众路线、群众工作方法的文章,规定各处室和事业单位组织学习,以提高大家对做好群众工作的认识。(二)抓组织,抓领导。省人事厅成立了带着感情做好群众工作领导小组,由一位厅领导任组长,各处室处长、主任为本处室负责此项工作第一责任人。全厅将带着感情做好群众工作列入了1999年工作目标当中,实行了责任制。赵禄祥厅长提出了全厅带着感情做好群众工作的10项任务,并逐项落实到各处室。厅领导小组每月汇总分析一次工作情况,对存在的一些问题进行协调和拍板。
