三、安全价值工程的任务及应用范围根据V=F/C的关系可知,提高安全价值V的途径,不外乎以下几种:①F提高,C下降;②C不变,F提高;③C略有提高,F有更大提高;④F不变,C降低;⑤F略有下降,C大幅度下降。从以上分析可知,要提高安全价值并不是单纯追求降低安全投入或片面追求提高安全功能,而是要求改善两者之间的比值。如果由于降低安全投入而引起安全功能的大幅度下降,这是违背安全投资的初衷的。同理,片面追求安全功能,以致使安全投资大幅度上升,则国家、企业和个人均难以接
