党的十六届五中全会把科学发展观作为十一五规划建议的指导思想,强调以科学发展观统领经济社会发展全局,这在我国五年计划史上是第一次。也是这次建议最鲜明的特点。
The Fifth Plenary Session of the Party’s 16th Plenary Session adopted the scientific concept of development as the guiding ideology for the 11th Five-Year Plan and proposed that it should lead the overall economic and social development with the scientific concept of development. This is the first time in the history of our five-year plan. This proposal is also the most distinctive features.
