20世纪80年代,日本的终身教育过渡到了终身学习阶段,在亚洲最先倡导“构建学习化社会”,提出了“无论何时、无论何地、无论何人都可以自由进行学习”的终身学习口号。1988年,日本就在文部省设立了终身学习局。1990年,日本内阁通过了由文部省提出的《终身学习振兴法案》,同年,由国会通过了《关于整备振兴终身学习推进体制的法律》,即《终身学习振兴法》,并同时在文部省设立了终身学习审议会。日本人把“终身学习社会”定义为:“一个社会的人们能在他(她)一生中任何时候自由选择各种学习机会,这类学习的成果得到正确的评价和承认。”
In the 1980s, Japan’s lifelong education transitioned to lifelong learning, advocating “building a learning society” first in Asia and putting forward a lifelong learning slogan “no matter where and wherever anyone is free to learn” . In 1988, Japan set up a Lifelong Learning Bureau in the Ministry of Education and Culture. In 1990, the Japanese cabinet passed the Lifelong Learning and Rejuvenation Bill put forward by the Ministry of Education and Culture. In the same year, Congress passed the Law on the Regulation and Promotion of Lifelong Learning Promotion System, the Lifelong Learning Promotion Act, and at the same time established a Lifelong Learning Council. The Japanese define “lifelong learning society” as: “People in a society can freely choose various learning opportunities at any time of their life and the results of such learning are correctly evaluated and acknowledged.”
