四川省巴中县甘泉乡党委和政府十分重视农民群众的医疗保健事业。他们按着世界卫生组织提出的“2000年人人享有卫生保健”的战略目标,在全乡组织实施初级卫生保健,具体做以下几项工作。1.建立了甘泉乡初级卫生保健委员会,由乡党委、乡政府领导。委员会由卫生、财政、民政、教育、计划生育等部门负责人组成。2.初级卫生保健被纳入全乡社会发展规划和目标管理内容并筹资5000为卫生事业费。3.健全初级卫生保健机构。首先乡卫生院成立了防保所,由专职医生负责抓初级卫生保健的工作:组建了乡、村合一的防保联合体,实行划片定点,责任包干。坚持以集体办医为主的方向,整顿了6个村
